Letter to the Editor: PVJR being responsible with train yard expansion

I am writing in response to the recent article regarding Portland Vancouver Junction Railroad (PVJR) and the allegations of ecological damage in the Chelatchie area. As the president of

PVJR, I would like to provide a clear and unequivocal response to address the concerns raised in the article.

Firstly, I want to emphasize that PVJR is fully committed to environmental stewardship. We have undertaken extensive measures to protect the environment throughout our construction project to expand Chelatchie Yard. Contrary to the narrative presented, we have not obstructed water flow or harmed any fish during the course of our maintenance work.

It is regrettable that accusations have been made without a thorough understanding of our project. The allegations of unauthorized activities impacting wetlands and streams are being refuted by PVJR. We have cooperated with various state and federal agencies, including the U.S. Army Corps of Engineers, the Environmental Protection Agency and the National Oceanic and Atmospheric Administration throughout their investigations.

The recent notice of violation issued by the U.S. Army Corps of Engineers requires us to cease existing construction at the site in question. While we respect the regulatory process, we maintain that the allegations against PVJR are unfounded. Our commitment to the environment is evident in our willingness to complete a wetland delineation, stream assessment and apply for a construction stormwater general permit, as directed by the Washington state Department of Ecology.



It is essential to recognize that our construction work adheres to legal frameworks, including the Clean Water Act. We believe our activities on an old logging road are exempt from stormwater permitting under both federal and state law. This exemption has been misunderstood, and we are actively working with the relevant authorities to provide the necessary documentation to verify the legality of our project.

It is unfortunate that the narrative surrounding our project has been driven by individuals with personal interests, including those who bought discounted property near an active railroad. PVJR remains resolute in our mission to contribute positively to the environment, create jobs, increase tax revenue, reduce congestion and lower carbon emissions.

In conclusion, we appreciate the diligence of state and federal agencies in ensuring compliance with environmental regulations.

PVJR will continue to work transparently and collaboratively to address concerns while upholding our commitment to environmental responsibility.
