In its Thursday, Oct. 10, meeting, the Ridgefield City Council approved a new development agreement with Clark College, advancing plans for the Boschma Farms satellite campus.
The agreement outlines key infrastructure developments:
• Road construction — Clark College will construct the north-south connector, which will include sidewalks and utilities located in a permanent easement, as requested by the college, rather than a right-of-way.
• Sidewalk deferral — Sidewalk construction on the east side of the parkway will be deferred until the adjacent property is developed.
• Street lighting— The City of Ridgefield will provide three streetlight poles for the new roadway.
• Warranty — Public improvements will come with a one-year warranty, provided by the contractor working on behalf of the college.
The total estimated construction cost of the north-south connector is approximately $1.47 million, including $546,000 for frontage improvements and $926,908 for broader public benefit. The city will reimburse Clark College for system improvements beyond the direct impacts of the Boschma Farms campus. This reimbursement will consist of $153,896 in traffic impact fee credits and up to $773,012 in monetary compensation.
