Letter to the editor: Encourage lawmakers to adopt low carbon fuels standard

Please help accelerate the transition to clean fuels. Urge your state senator to support Senate Bill 5412, the Low Carbon Fuels Standard. 

Here’s how it works. The regulating agency would allocate one credit for each metric ton of CO2 avoided to Clark Public Utilities and other providers of low carbon fuels. The number of credits would depend on how many electric vehicles are registered in their service territory, and the percent of their supply that is fossil-fuel free.

The PUD could sell their credits at auction to those entities, such as the oil companies, that have exceeded a decreasing threshold as authorized by the Legislature.

The estimated minimum revenue generated for Clark PUD would begin at $520,000 the first year.

Clark PUD might then have an incentive to help grow the adoption of electric vehicles. 



The cost is estimated to be ¼ cent/gallon, and according to the Trump Environmental Protection Agency, we’ll save $9 in health impacts for each $1 spent reducing emissions from mobile sources.

The Low Carbon Fuels Standard has been in effect in California, Oregon and British Columbia for about a decade and has accelerated the transition to zero emission vehicles there.
