Around 12:30, Sept. 14, there was a three-car collision in the 28900 block of NE 82nd Ave. in Battle Ground.

When deputies from the Clark County Sheriff’s Office and Clark County Fire & Rescue responders arrived they found Albert Apana, a 56-year-old Vancouver resident, dead on scene.

Apana was driving a Clark PUD utility truck.

According to a statement from Clark PUD, Apana was a Water Service Operator and had just made a service call in Battle Ground.

“He was a gentle, kind and professional man who will be missed across the organization as a colleague and, for many of us, myself included, a dear friend,” said Clark PUD general manager Wayne Nelson in the statement. “He was known as a devoted family man and we are holding the Apana family, his wife and his son and daughter, close as we all grieve this loss.”

The drivers of the two other vehicles both sustained small injuries. Joseph Dudley, an 18-year-old Vancouver resident, was driving a 2004 GMC SUV; James Moore, a 44-year-old Yacolt resident, was driving a 1974 Ford truck.

According to the Sheriff’s Office, Dudley was attempting to pass Moore when the collision happened.

Dudley drove into the oncoming lane to pass Moore while they were both heading south on NE 82nd Avenue and collided with Apani who was driving north. Dudley’s SUV then struck Moore’s truck.

Dudley and Moore both cooperated with the investigation. As of press deadline, no charges had been filed.
